These are all small-pool terms. A "spool" is a spa-sized pool, usually with jets and a heater, built for cooling off and soaking rather than swimming. A "cowboy pool" is a galvanized stock tank set up as an above-ground pool, often with a small pump and filter. A "splash pool" or plunge pool is a small, shallow inground pool. In Arizona all three fall under the state barrier law when the water is at least 18 inches deep and the pool is wider than 8 feet. Inground versions need a building permit in the cities the editor checked. A pre-manufactured spa falls under the ROC's B-10 classification, and a built-in spool under B-5, as of October 2026.
Heating is a choice, not a requirement. In the Phoenix and Tucson lowlands an unheated pool is comfortable from roughly late spring to early fall. A gas heater or heat pump extends the season into the cooler months, and a spa almost always needs one. Pools in Flagstaff, Prescott and other high-elevation areas see real winters and need freeze protection. Low-desert pools are not winterized the way northern pools are. Owners keep the pump running on a shorter schedule, keep chemistry balanced and use freeze-protection settings on the equipment during the few nights that drop below freezing. A builder in the region can advise on the right equipment for the elevation.
Good pool plants in Arizona drop little litter, tolerate reflected heat and survive occasional splash from chlorinated or salty water. Agave, yucca, bird of paradise, bougainvillea kept away from the water, and many ornamental grasses fit. Palms work if the owner accepts frond cleanup. Avoid trees with heavy leaf or seed drop, such as mesquite and olive, near the water. Avoid anything with invasive roots that can reach the shell or plumbing. Thorny plants near walkways are a hazard. Keep planting beds far enough back that irrigation does not undermine the deck. The required barrier also needs clear space so plants cannot become a foothold on the outside.
